What Is Commissioning?
Commissioning recognizes those who are called to walk alongside others in deep, meaningful, discipleship-based soul care. While Certified Biblical Counselors may engage in more formal counseling roles, those Commissioned through TILBC focus on wise, compassionate one-anothering rooted in Scripture and lived out through the local church.
Commissioning is not a “step below” certification, it is a different calling and path.
While certification includes formal supervision and is often pursued for more structured counseling roles, Commissioning recognizes those called to offer deep, wise, and relational soul-care through one-on-one or small group discipleship. The training is equally rigorous, yet more focused on real-life ministry impact than formalized counseling practice.

- Men and women of integrity and spiritual maturity
- Actively discipling others in a local church or ministry context
- Seeking preparation to actively disciple others in a local church or ministry context
- Committed to the sufficiency of Scripture and the hope of the gospel
- Passionate about helping the troubled and the in-trouble through relational, Christ-centered care
- Grounded in biblical truth, not modern psychological theories or modalities (such as EMDR)
Requirements for Commissioning
To be Commissioned for Discipleship & Soul-Care, candidates must:
Education
- Complete the TILBC Level I Course of Study (or equivalent) for Level I Commissioning
- Complete Levels I & II (or equivalent) for Level II Commissioning
- Take and pass the Written Commissioning Exam within 2 years of completing coursework
(Remedial training may be required if longer than 2 years)
- Submit the Commissioning Application and pass a background check
- Complete Child Safety Training
- Pay current application and processing fees
- Receive a recommendation from your church leadership
- Be interviewed and approved by the TILBC Commissioning Panel
- Receive final approval from the TILBC Credentialing Board
- Participate in continuing education each year
- Attend at least 2 Team Connects annually
- Attend at least 1 in-person TILBC training every 4 years
Note: Candidates with significant prior experience in biblical discipleship will be evaluated individually, and equivalent education and practice will be considered.
